Director's Office

The Director's Office of New Hampshire's Homeland Security & Emergency Management is responsible for all administrative duties for the Division.

Robert M. Buxton, Director

Robert M. Buxton was appointed by Governor Christopher T. Sununu and confirmed by Executive Council on August 17, 2022. Director Buxton is the fourth director since the formation of the Division of Homeland Security & Emergency Management in 2006.

As director, he is responsible for coordinating the state’s response to major disasters as well as planning, training and exercises to ensure readiness at the local and state levels of government for the safety and security of New Hampshire’s citizens and visitors. As Homeland Security Advisor, he coordinates homeland security activities through collaboration with federal partners, other state departments and agencies, local governments, private sector partners, and other states.

Director Buxton advises state, local, federal and private partners on an array of matters, including emergency preparedness, security assessments, critical infrastructures, human-caused and natural threats, grants management and projects, and emergency planning, training, and exercises.

Director Buxton joined the Division following three decades in municipal fire service. He served as Chief of the Hudson Fire Department and as the Emergency Management Director for the Town of Hudson from 2013-2022. Previously, he served as a Lieutenant with Nashua Fire Rescue.

Director Buxton has a master’s degree in Public Administration from the University of New Hampshire, as well as a Bachelor of Science in Fire Science Administration from Salem State College. He is also a graduate of the Executive Fire Officer Program at the National Fire Academy in Maryland.

Megan Hoskins, Assistant Director

Megan Hoskins was appointed Assistant Director of the Division of Homeland Security and Emergency Management on May 3, 2023, and sworn in on May 5. Hoskins previously served as the Assistant Chief of the Preparedness and Response Section. In that role, she ensured the operational readiness of the State Emergency Operations Center, as well as the leadership of staff and programs assigned to Preparedness and Response. During the COVID-19 pandemic, she served as State Agency Personnel Scheduler for the State Emergency Operations Center 211 Call Center, and she is leading the Project Management Team for the after-action report on the Granite State's response to the pandemic.

She has served on the Granite State Health Care Coalition Leadership Board and the New Hampshire Crisis of Care Guidance Committee. She is also a veteran of the United States Army.

Kelly Brudniak, Deputy Director

Kelly Brudniak has served as Deputy Director for the Division of Homeland Security and Emergency Management since July 28, 2023.

Kelly has worked for the State of New Hampshire for more than 20 years, most recently as an administrator overseeing the largest bureau within the Division of Motor Vehicles supervising over 100 positions.
