State Emergency Operations Center

The Department of Safety's Division of Homeland Security & Emergency Management is responsible for operating and managing the State Emergency Operations Center.

The State Emergency Operations Center is located in Concord. The Department of Safety's Division of Homeland Security & Emergency Management is responsible for operating and managing the State Emergency Operations Center.

The State Emergency Operations Center has four activation levels:

  1. Steady State
  2. Enhanced Monitoring
  3. Partial Activation
  4. Full

Depending on the activation level, other Emergency Support Functions may be asked to assist the Division in the State Emergency Operations Center.

Emergency Support Functions are part of the National Response Framework. The provide structure for coordinating response to an incident or event. Emergency Support Functions 1 through 15 are the same throughout the United States.
