State Emergency Operations Plan

This plan is organized to align with the operational structure and makeup of the New Hampshire State Emergency Operations Center and the state’s overall Emergency Management Program. The Emergency Management Program is the system providing management and coordination of prevention, mitigation, preparedness, response, and recovery activities for all hazards. The system encompasses all organizations, agencies, departments, and individuals having responsibilities for these activities.

This plan provides general information as well as specific operational roles and responsibilities for select State Emergency Operations Center sections, branches, Emergency Support Functions, and Recovery Support Functions. This plan includes the below base plan, appendices and annexes.
